HKSAR's post-quake reconstruction support work in Sichuan concludes successfully

The Hong Kong Special Administrative Region (HKSAR)'s Post-quake Reconstruction Support Work in Sichuan Completion Ceremony cum Sharing Session on Reconstruction of the Wolong National Nature Reserve was held today (October 28). Representatives of organisations and volunteers who participated in the support work shared with about 200 students and youths their experience in carrying out the reconstruction projects.

The Secretary for Development, Mr Paul Chan, led a delegation comprising government officials and members of the Disaster Relief Fund (DRF) Advisory Committee to Sichuan from March 4 – 5, 2014 to inspect the Sichuan reconstruction projects supported by the Hong Kong Special Administrative Region (HKSAR) in the earthquake-stricken areas and the latest situation of the post "4.20 Lushan Earthquake" emergency relief work in Ya'an City.

Workshop of Disease Prevention & Control of the Giant Panda

Hong Kong Ocean Park, together with China Conservation and Research Centre for the Giant Panda and Smithsonian Research Centre in the United States organized the “Workshop of Disease Prevention & Control of the Giant Panda” in Dujiangyan, Sichuan from 10–13 November 2013.  The workshop aimed at promoting healthy development of giant panda population in captivity and improving healthcare standards.  During the workshop, experts from Hong Kong, Mainland China, the United States, Austria, Belgium, Singapore and other regions explored various strategies and measures related to giant panda disease prevention and control including planning, implementation programs and research.

Chief Executive to attend The International Conference on The Review and Prospects of Sichuan (5.12) Post-disaster Reconstruction

The Hong Kong Institution of Engineers organized “The International Conference on The Review and Prospects of Sichuan (5.12) Post-disaster Reconstruction” on November 8, 2013 to consolidate experience and achievements of the reconstruction work.  A number of experts from Mainland China, Taiwan, Japan, New Zealand and Hong Kong shared their engineering knowledge and experience in the Conference which was supported by the Development Bureau and the Sichuan Association for Science and Technology.  The Chief Executive of the HKSAR, Mr C Y Leung, officiated at the opening ceremony and delivered a speech.  Attracted over 300 local and overseas engineers and experts to attend, the Conference covered a series of post-disaster reconstruction topics including planning, design, anti-seismic technology and management.

The Third Cross Strait Giant Panda Conference

Hong Kong Ocean Park organized “The Third Cross Strait Giant Panda Conference” in Hong Kong from 24-28 September 2013. The Conference aimed at providing a platform for exchanging knowledge and technology to enhance the operation and management of China Conservation and Research Centre for the Giant Panda in Wolong. It also aimed at showcasing the results after reconstruction by the Centre and developing their technical achievements in conservation of the giant panda. Many experts from Hong Kong, Macau, Beijing, Sichuan, Taiwan and other regions shared their experiences in conversation education and discussed cooperation plans through various topical reports and workshops.

Permanent Secretary for Development (Works) inspects HKSAR’s Post-quake Reconstruction Work in Sichuan

Permanent Secretary for Development (Works), Mr Wai Chi Sing, led a delegation to Sichuan from 16-18 June 2013 to inspect HKSAR’s reconstruction projects in the Wenchuan earthquake-stricken areas.  The inspection covered five projects in Ya’an attacked by the “4.20” Lushan earthquake (Lushan County Longxing Central School, Lushan County Junior Secondary School, Lushan County Rehabilitation Centre for the Disabled, Yaan City Chinese Medicine Hospital and Xingxian Primary School), Provincial Road 303, as well as five projects in the Wolong Nature Reserve (China Conservation and Research Centre for Giant Pandas, Wolong Central Primary School, Nature and Earthquake Museum, Offices and service buildings for the Wolong Administration and Restoration and reconstruction of power supply system).  The delegation also met with officials of the Sichuan Provincial Hong Kong and Macao Affairs Office, Sichuan Provincial Development and Reform Commission, Ya’an City Government and Wolong Administration to exchange views on the reconstruction work.

The Chief Secretary for Administration, Mrs Carrie Lam led a Hong Kong Special Administrative Region (HKSAR) Government delegation to inspect the HKSAR reconstruction projects in the Sichuan earthquake-stricken areas and officiate at completion ceremonies. She also met with the Governor of Sichuan Province, Mr Wei Hong, to conclude the HKSAR's work in support of reconstructing the Sichuan earthquake-stricken areas and witnessed the signing of two Sichuan-Hong Kong co-operation agreements.

Members of the HKSAR Government delegation included the Secretary for Constitutional and Mainland Affairs, Mr Raymond Tam; the Secretary for Food and Health, Dr Ko Wing-man; the Permanent Secretary for Constitutional and Mainland Affairs, Ms Chang King-yiu; the Permanent Secretary for Development (Works), Mr Wai Chi-sing; the Under Secretary for Education, Mr Kevin Yeung; and representatives from relevant bureaux and departments. The architectural experts are Mr Patrick Lau, Mr Rocco Yim, Professor Wang Wei Jen, Professor Edward Ng, Professor Raymond Fung and Mr John Ng.

CS to visit Sichuan

The Chief Secretary for Administration, Mr Stephen Lam, visited Sichuan from May 24 to 26. He officiated at a ceremony to commemorate the completion of reconstruction projects funded by the Hong Kong Special Administrative Region and the signing of co-operation agreements between Hong Kong and Sichuan, co-hosted a high-level meeting with officials of the Sichuan Provincial Government to take stock of the reconstruction work of the HKSAR in Sichuan and make arrangements for further follow-up action and inspected a number of reconstruction projects, the Sichuan-Hong Kong Rehabilitation Centre, Sichuan Olympic School and the Giant Panda Conservation and Disease Control Centre.

SDEV to visit Wolong, Sichuan

The Secretary for Development, Mrs Carrie Lam, led a delegation comprising government officials, the Wolong Architectural Expert Group and representatives of Ocean Park Conservation Foundation Hong Kong to Wolong, Sichuan, from April 12 to 13 to inspect the Sichuan reconstruction projects supported by the Hong Kong Special Administrative Region (HKSAR) Government in earthquake-stricken areas.

The architectural experts in the delegation are Professor Patrick Lau, Professor Edward Ng, Professor Raymond Fung and Mr John Ng. They have assisted the HKSAR Government voluntarily in the past three years with their expert advice on the architectural designs of two flagship projects in Wolong: the Giant Panda Conservation and Disease Control Centre in Dujiangyan and the China Conservation and Research Centre for Giant Pandas in Gengda. Other members of the delegation include the Deputy Chief Executive of Ocean Park, Mr Matthias Li, and the Team Leader, Sichuan Reconstruction, of the Development Bureau, Mr Mak Chai-kwong.

Study Tour for "Sustainable Development in Wolong Nature Reserve" Visited Hong Kong

Study tour for "Sustainable Development in Wolong Nature Reserve" was co-organized by Development Bureau of the HKSAR and Ocean Park Conservation Foundation Hong Kong (OPCFHK) visited Hong Kong from 27 to 30 June 2011. The 22-member study tour team is comprised of experts and management staff involved in Wolong Rebuild including Chief of Wolong Nature Reserve Administration, Mr. Zhang Hemin.

The study tour aimed to enable experts and management staff involved in Wolong Rebuild to exchange views on issues of balancing nature conservation and city development through site visits...

Chief Secretary for Administration Visited Sichuan

The Chief Secretary for Administration, Mr Henry Tang visited Sichuan from 4 May to 6 May 2011. Accompanying him during the visit were the Secretary for Development, Mrs Carrie Lam, the Permanent Secretary for Constitutional and Mainland Affairs, Mr Joshua Law, Team Leader (Sichuan Reconstruction) of the Development Bureau, Mr Mak Chai-kwong, the Under Secretary for Education, Mr Kenneth Chen, and representatives of related bureaux and departments. Mr Tang took the opportunity to attend a high-level meeting with the leaders of the Sichuan Provincial Government, inspect the sites of the reconstruction projects supported by the HKSAR, and attend a ceremony to commemorate the completion of a number of HKSAR-funded reconstruction projects in the Sichuan earthquake stricken areas.

Chief Executive Visited Sichuan

The Chief Executive, Mr. Donald Tsang, accompanied by Permanent Secretary for Constitutional and Mainland Affairs, Mr. Joshua Law, Permanent Secretary for Development (Works), Mr. Wai Chi-sing, Acting Permanent Secretary for Food and Health (Health), Mrs Susan Mak, Director of Information Services, Mr. Michael Wong, and representatives of the Education Bureau, the Labour and Welfare Bureau and the Home Affairs Bureau, visited Sichuan from 25 July to 27 July 2010. Mr. Tsang took the opportunity to inspect the progress of the reconstruction projects supported by the HKSAR, visited the frontline workers to give his support and attended a high-level working meeting with the leaders of the Sichuan Provincial Government.

On the first day upon arrival, the delegation went to Ya'an, a seriously damaged area in the earthquake in Wenchuan County……

"Letter of Intent" signed for HKSAR's Second Stage Reconstruction Work in Sichuan

On 27 March 2009, "Letter of Intent on HKSAR's Second Stage Work in Support of Restoration and Reconstruction in the Sichuan Earthquake Stricken Areas" was signed in Chengdu by the Permanent Secretary for Constitutional and Mainland Affairs, Mr Joshua Law, and the Director of the Sichuan Development and Reform Commission, Mr Liu Jie. The signing was attested by the Executive Vice-governor of the Sichuan Provincial Government, Mr Wei Hong, and the Secretary for Constitutional and Mainland Affairs of the HKSAR Government, Mr Stephen Lam.

5.12 Sichuan Devastating Earthquake : Wolong Nature Reserve Photo Exhibition

On the occasion of celebrating the 14th annual Ocean Park Conservation Day on 10 January 2009, the Development Bureau, HKSARG and Ocean Park Conservation Foundation, Hong Kong kicked off a photo exhibition on Wolong Nature Reserve. This exhibition brings to general public the situation of Wolong before and after the devastating earthquake.

Mrs. Carrie Lam, Secretary for Development, Ms. Judy Chen, OPCFHK Chairlady, Dr. Allan Zeman, Chairman of Ocean Park and other celebrities at the opening ceremony of the Conservation Day.

RJC memeber witnessed the Signing Ceremony of the Cooperation Arrangement between Hong Kong and Sichuan

On 11 October 2008, 17 members of the RJC, including LegCo members Ir Dr. Hon Raymond Ho and Prof Hon Patrick Lau together with officials of the HKSAR Government, attended the “Signing Ceremony of the first batch of projects with participation of the HKSAR for post-earthquake reconstruction of Sichuan”.

RJC members visited the Yingxiu Section of Provincial Road 303

After attending the Project Working Group meetings for the Post-Earthquake Reconstruction of Sichuan and the Signing Ceremony of the Cooperation Arrangement in the morning of 10th October, RJC members headed to the Yingxiu Section of the Provincial Road 303, one of the major reconstruction projects, in the afternoon of the same day to gain more in-depth understanding of the progress of reconstruction works.
